Baltimore, MD - The Board of Estimates agenda for the April 21st meeting is now available. It can be found at https://comptroller.baltimorecity.gov/boe/meetings.

Items of note:

  1. Page 11, Department of Audits, Audit Report on Maryland 9-1-1 Emergency System of Baltimore City Actual Receipts and Expenditures Report Fiscal Year Ended June 30, 2020.
  2. Page 31, DHCD, Grant Agreement with Uplands Visionaries, LLC. Grant amount is $899,392. The purpose of the grant is support design work associated with public infrastructure improvements.
  3. Pages 34-35, DOT, Amendment No. 4 to Agreement with Wallace Montgomery Associates, LLP under Project No. 1225, On-Call Design and Consultant Services for Resurfacing and Reconstruction Projects. This contract appeared before on the March 10 agenda for a Task Assignment. At that time the contract was not in compliance with its MWBOO goals. 
  4. Page 43, Items 1 and 2, DOT, Extra Work Orders 9 and 10 for TR 03319, Replacement of Bridge No. BC 3212 Harford Road Bridge Over Herring Run. 
  5. Pages 47-52, DGS, Cooperative On-Call Agreements with Alliance Exterior Construction, Inc., Cole Roofing Co., Inc., and Simpson of Maryland, Inc. 
  6. Page 55, DOT, Task Assignment No. 40 to Rummel, Klepper & Kahl, LLP under Project No. 1217, On-Call Construction Project Management Services. Task amount is $246,208.25 and the issue is MWBOO compliance: MBE is 20% towards a 29% goal while WBE is 13% towards a 10% goal. 
  7. Page 56, Dept of Rec & Parks, Task Assignment No. 9 to Rummel, Klepper & Kahl, LLP under Project No. 1315, On-Call Civil Engineering Design Services. Task amount is $187,116.88. This task is part of a series with MWBOO goals. MBE attainment will be 17.99% towards a 28% goal and WBE attainment will be 9.31% towards a 14% goal. 
  8. Page 59, Item #3, Bureau of Procurement, Contract Increase for Computer Desktops, Laptops, and Tablets. End-user is BCIT. There are nine vendors on the contract, and the proposed increase is $5 Million which will bring the total value to $25 Million. Contract was issued in 2015 with a MWBOO waiver.
  9. Page 60, Item #4, Bureau of Procurement, Contract Increase with Bound Tree Medical, LLC for First Aid Supplies. End-user is Fire Department.  A proposed increase of $600,000 which will make the total value $1.2 Million. No MWBOO goals.
  10. Page 60, Item #5, Bureau of Procurement, Contract Extension and Increase with Foodservice Contracting, LLC for Concession Services at Shake and Bake. End-user is Rec & Parks. The proposed extension will take the contract to September 30, 2021 and the proposed increase of $50,000 will bring the total value to $207,498.50. The contract was awarded in March 2018 with an initial value of $24,999 so it has increased roughly eight-fold over three years.
  11. Page 65, Bureau of Procurement, Recommendation for Award for Contract B50006195, Mowing of Grass in Medians, Right of Ways [sic] and Specialized Landscape. End user is DOT. Contract amount is $13 million.
  12. Page 66, Bureau of Procurement, Recommendation for Award for Contract B50006043, Police Body Armor. End user is BPD. Contract value is $371,550 and there’s an MWBOO waiver.

To protest a proposed action of the Board or otherwise address the Board please notify the Clerk, Room 204, City Hall, 100 N. Holliday Street, Baltimore, Maryland 21202 in writing by Tuesday, April 20th at 12pm. Protests can be sent to bill.henry@baltimorecity.gov. The Board shall award the contract as an entirety to the lowest responsive and responsible bidder, or by items to the respective lowest responsive and responsible bidders, or reject all bids.  The decision to reject all bids is final and not subject to protest.

Please note Baltimore City Hall is closed to the public during the COVID-19 health crisis. All Board of Estimates meetings will be conducted via remote video conference. Viewers can watch the meetings on Charm TV or channel 25.

Beginning at 6:00pm, Mayor Brandon M. Scott, City Council President Nick Mosby, Comptroller Bill Henry, City Solicitor Jim Shea, and Acting Director of Public Works Matthew W. Garbark will hear a brief presentation on the Fiscal 2022 Preliminary Budget Plan from Henry Raymond, the Director of the Department of Finance. Public testimony will begin after the presentation and continue until all participants signed up to testify have been heard.
